This is depressing at best but lets take what lifes throws at us(in this case USCIS) and turn into positive.
We should have some action items and follow through. Below I have comeup with some as starting point..
1. Prepare campaign materials, message (short and long), stories etc regarding this backlog.
2. Pass it along to media. Schedule meetings with Senators, congressmen through state chapters and educate them.
3. Volunteer in our communites as groups and spread the message and hopefully get some media attention.
4. Contribute to IV for lobbying.
5. Stay positive and don't stress too much regarding the GC.
Ideas don't cost us much but what we need now is actions.

This is the selfish part of me speaking but I hope they don't become current but move to April 2008 or something similar.
If EB3 ROW is current then that opens up the numbers to EB3 India and China and we saw last year that India alone got 17K approvals so that cuts from the number of ROW approvals.
Again ... it's the selfish part of me ... in a perfect world, nobody would have to wait this long or make these claculations ...
I'm happy for all the people that get that "card ordered" email but I so hope to get one for myself!!!!

Browing through the text it seems that SA180 has immigration provisions. Some amendments are agreed to, some are withdrawn and the rest are in "submitted" state. SA180 is in submitted state. Does it mean voted down?

There are too many assumptions here. How I see this situation is;
EB3 I will not move significantly unless and until oversubscribed EB2s become current. Even then, it cannot be taken as granted because the demand of EB2s can take all the spill over and be current without spilling to EB3. USCIS will eventually make the change once they see that EB3 has significant retrogression and there is a lot of noise made about it.
The solution I see is; we can make a valid presentation showing the effects of this spillover change in the long run and how EB3s will be affected seriously.
This is my take on spill over interpretation and please dont feel bad if you do not like it. Lets take it this way assume we have 40K extra visa # from EB1 and ROW categories that need to be spilled over to ICPM countries. Now you have two options
1) Spill it by PD. Which helps EB3 (I)
2) Spill it by category which helps EB2 (I) & EB2(C)
If you look at numbers EB3 I # are huge so inspite of pumping 40K into it the numbers barely inch forward. We have seen this all the way till 2007. Where as in just 2 years of spillover EB2 I has moved into 2005 with prediction of becoming current in 2-3 years.
Now if I was USCIS director and going to Senate hearing. What would I like to tell them that I have used all visa # and EB2 & EB3 are severly backlogged. Or should I say I used up all visa # and now EB1 & Eb2 are current and we have backlogs in only Eb3 category.
Just that I feel USCIS can claim more bang for buck when they spill in EB2. (just my theory not justyfying it). Also I feel Eb2 is used by large US corporations for its H1 employees especially STEM graduates working. Example Intel, Texas Instruments, Microsoft etc also large financial companies especially for employees on business side (not IT employees). There is pressure from these companies since they do not want to lose some one with business knowledge because of immigrations rules. Just look at how many times Bill Gates has shown up on Senate floor to pitch for EB immigration reform. If you make EB2 current you can shut him up since most Micro Soft employees are under Eb2 category. That way you are effectively muting the critisism againt you on senate floor.
This way USCIS can also keep these people happy since they can claim that EB2 which translates as Exceptional Ability and Advanced Degrees are now close to current. The only catch is consulting companies and outsourcing companies have sneaked large number of people into Eb2 and they have become lucky.

I think you are wrong. you might read his forum but I think you missed this. he did report that Oppenheim offered insight to him and other immigration lawyers about the April VB before it was published. see this message dated 02/14/08 directly from his forum:

Wow!!! I wish I could have attended this mesmarizing rally experience. Now can you guys come up with more data on who (Rally member) met who (Law makers / Media Persons ) and how those meetings were and what opinions you heard at least verbally. What we could successfully conveyed particularly to law makers etc...

I called Hilda Sollis and Senator Robert Menendez office. Left a voice mail for Robert Menendez secretary. Hilda Solis office asked me which organisation I am with. This is a wonderful idea. Having waited for 10 years for green card, if one has to wait for 5 more years for naturalization (that allows one to vote in the elections), then it is indeed an utter discomfort. We need something like IV but with a different name: NaturalizationVoice (it would be envy -NV- of all in IV ;-)) to campaign for immediate ready-to-serve naturalization of highly skilled (like Saralayar, of course) permanent residents.. NV should also campaign for an amendment that would allow highly skilled immigrant turned naturalized citizens (eg. Saralayar) to contest as presidential candidates. If any such person wins, he or she could either ban immigration (at least for other high skilled people) or abolish waiting period for greencard.
Makes sense, like the idea of abolishing the waiting period for GC.... but with all due respect i belive that will never happen esp in a post 911 era where there is a lot of checks. I belive if they put the name check process in a fast track it would be benificial. Suks that we have to wait another 5 years after getting GC to get Citizenship, if anything i would think counting 5 years after 485 is logical.

I predict that the EB3 and EB2 cutoff dates for India will reach close to each other with in next one year. At the worst, the differnce between EB2 qnd EB3 cutoff dates may be maximum of one year.
For that one of these two should happen. Eb3 should move forward and Eb2 should retrogress.

iCERT portal says they are processing regular cases as of Oct 2009 i.e. 10 months........I thought it took 7 months these days.

The trains will go to the Union Station, DC. They also offer free breakfast, and wireless internet. If you can share room, it'll work out really inexpensive. Hope this helps.

gc4me : Pardon me, but how is citizenship not a relevant issue to legal immigrants? If you're not worried about citizenship issues, then why are you even infesting this thread? Many people, including me, might be interested. And I have indeed contributed, although I don't see how that is any of your business and as long as this website isn't being hosted on your home computer, I don't see what gives you the right to ask it of anyone in a patronizing tone. It's simple really, if you're not interested in any issue, just stay away. No one needs your BS sarcasm or disapproval.

Getting GC should not be the end of the story, we ought to think beyond that. had this GC process been consistant and FIFO, there would not have been any problem with the fact "citizenship after 5 years of GC". They do that sometimes. No matter. They will pass on your message. I had the same experience with Rep. Hinojosa's office. Key is though to call all of the congressmen and let your concerns known. All the others were very polite in talking.
